He was appointed Secretary for Transport and Housing of the Hong Kong SAR Government from July 2012 to June 2017.

Since November 2017 he has been appointed Chairman of the Committee on Self-financing Post-secondary Education, Member of the Education Commission and University Grants Committee. He has also chaired a government task force to review self-financing post-secondary education.

Professor Cheung has been Justice of the Peace since 1999 and was awarded the Bronze Bauhinia Star (BBS)in 2001 and Gold Bauhinia Star (GBS) in 2009.

Personal Profile

Professor Anthony Cheung is currently the Research Chair Professor of Public Administration at The Education University of Hong Kong (EdUHK). From 2008 to 2012, Professor Cheung was President of The Hong Kong Institute of Education (HKIEd), the predecessor of EdUHK. Professor Cheung was Secretary for Transport and Housing and Chairman of the Housing Authority from July 2012 to June 2017. He is also Visiting Professor at the Institute for Public Policy, The Hong Kong University of Science and Technology.

Professor Cheung graduated from The University of Hong Kong in 1974 with a Bachelor degree with honours in Sociology and Economics. He later obtained a MSc in Public Sector Management with credit from the University of Aston, the UK, and PhD in Government from the London School of Economics and Political Science, the UK. He was awarded an Honorary Doctorate of Science by Aston University in 2016 and an Honorary Doctorate of Education by EdUHK in 2017.

Professor Cheung joined the civil service in the 1970s. In 1986, he commenced his academic career in the Department of Public and Social Administration of City University of Hong Kong (then City Polytechnic of Hong Kong), where he subsequently became Professor and Head of Department.

Professor Cheung’s research focused on governance and public administration, producing over 100 journal articles and book chapters, as well as over 10 authored/edited books. He co-founded the Asian Association of Public Administration in 2010 and had been its president.

Professor Cheung has been active in community and public service, having held major positions including: Non-Official Member of the Executive Council (2005-2012); Chairman of the Consumer Council (2007-2012); Chairman of the Pay Trend Survey Committee (2007); Board member of Hong Kong Mortgage Corporation (2007-17); and Member of the Legislative Council and Chairman of its Education Panel (1995-1997). Since November 2017 he has been appointed Chairman of the Committee on Self-financing Post-secondary Education, Member of the Education Commission and University Grants Committee. He has also chaired a government task force to review self-financing post-secondary education.

Projects


Policy Capacity for Crisis Management in Hong Kong This project aims at examining the efficacy of governments and bureaucrats in dealing with crises from a policy capacity perspective, beyond the crisis response or crisis communication to include crisis prevention and post-crisis management. It will examine the relationship between policy capacity and crisis management based on comparative case studies of crisis management for a few recent crises in Hong Kong including the recent social and political unrest and Covid-19 pandemic. It will also draw comparison with other major cities in Asia. The findings of the research will lead to policy recommendations aiming to improve policy capacity to better manage crises in Hong Kong in future. Accelerating the Development of A Global Innovation and Technology Hub in the Guangdong-Hong Kong-Macao Greater Bay Area: The Roles of Public Universities in Hong Kong To develop a baseline and evaluation framework for Hong Kong public universities; to identify regional and international good practices; to develop a roadmap for enhancing the roles of HK public universities in fostering an Innovation & Technology (I&T) hub in the Greater Bay Area; and to make evidence-based recommendations to the government and university administration for promoting I&T.
