Personal Profile

Dr. Eric Chong is an Assistant Professor of the Department of Social Sciences, Chair of Deparmental Learning and Teaching Committee, and Programme Leader of Professional Development Programme on Enhancing Curriculum Planning and Teaching of Life and Society in Junior Secondary Curriculum (since 2011). He was the Associate Chair of SSC Departmental Learning and Teaching Committee (2015-17) and Associate Programme Leader of Master of Social Sciences in Global Hong Kong Studies (2018-2020). He was previously social sciences subject representative of Postgraduate Diploma in Education(Primary) General Studies(2009-19), Field Experience Coordinator of PGDE(P) General Studies(2009-19), and internship coordinator of Bachelor of Social Sciences in Global and Environmental Studies.

He obtained his B.Soc.Sc. (1996) and MPhil (1998) in Government and Public Administration from the CUHK. Then, he studied for an MBA (Public Service) at the University of Birmingham, U.K. in 2001. He obtained his PGDE in the HKU in 2007. He completed a PhD in Education (2013) at the University of York, U.K., under the supervision of Professor Ian Davies, with a focus on citizenship education. His thesis is about Hong Kong secondary school teachers’ perceptions of national identity and National Education. Previously he worked as Senior Research Assistant, Curriculum Developer, Teaching Fellow II, Senior Teaching Fellow, and Lecturer at the HKIEd. Once he worked at the Curriculum Development Institute, Education Bureau, Hong Kong SAR Government.

His career focuses on citizenship education, global citizenship, digital citizenship, and General Studies at Hong Kong schools. He is now expanding his expertise into citizenship education in China and Macau, as well as Hong Kong and Macao politics. His teaching and research interests are citizenship education, national identity, and politics of Hong Kong and Macao. He is also interested in school-based partnership projects on topics of General Studies, Civic Education and global citizenship education. He is now working on digital citizenship after completing a General Research Fund project (2018-20) on investigating perceptions of Hong Kong secondary school teachers on their national identity and national education. He has also implemented a Teaching Development Grant project (2017-18) on implementing social justice education in undergraduate curriculum. He has been involved in both pre-service and in-service teachers’ training.

An Exploratory Study on the Factors Affecting the Place of Attachment and Belongingness of Hong Kong Permanent Residents
This research cluster aims at studying the place of attachment and belongingness of Hong Kong adult permanent residents by using qualitative semi-structured in-depth interviews. This proposed research cluster is interdisciplinary in nature since it will draw upon relevant and updated theories and perspectives from politics, sociology, geography, as well as citizenship. For this reason, it will also be a means to strengthen the ongoing collaborations across faculties (FLASS & FEHD) and departments (SSC, APS & EPL). This project is about studying the place of attachment and belongingness of Hong Kong permanent residents. Belongingness, which is defined as a fundamental human need to maintain significant interpersonal relationships (Baumeisseter & Leary, 1995, p. 497) and a desire to take part in a community (Capra & Steindi-Rast, 1991, p. 14), has been an important concept in psychology. However, in the past two decades, the complexity of social conditions and human movements around the world have motivated social scientists from different disciplines to further theorise about it (Antonsich, 2010; Halse, 2018; May, 2013; Yuval-Davis, 2006).

Preparing Young Citizens in an Era of Polarization: Hong Kong Civic Education and Liberal Studies Teachers’ Understanding and Teaching Practices of Civics and Democracy
This inductive and exploratory research project aims to look at the issue of how civic education and Liberal Studies teachers in Hong Kong teach civics, so that we can understand how teachers prepare students for civic engagement in the future. We hope that important teacher training policy and pedagogical recommendations on teaching civics can be generated.

Conceptions of Global Citizenship and Teacher Education
This research compares and examines the conceptions of global citizenship in the global citizenship related courses offered for the 15 Bachelor of Education (Honours) programmes at the Education University of Hong Kong. The research investigates the relationship between (a) the varied understandings, discourses and conceptions of global citizenship and (b) the disciplinary and pedagogical trainings of pre-service teachers, with particular focus on the formation of their professional identity and vison in teaching practice. While diversity of views and conceptions of global citizenship is cherished, it is meanwhile important to develop a cohesive framework that democratically captures the varied understandings, discourses and conceptions of
global citizenship. In the current practices of global citizenship education, the main challenge lies in the misalignment between the goals, curricula, pedagogies and assessment tools (Deardorff, 2006, 2009). Seeking the alignments of conceptions of global citizenship, this research contributes to the teaching and learning of the University by enhancement of students’ learning outcomes and core competencies, through the means of internationalisation in cross-faculty curriculum and the fostering of a culture of student engagement and reflections. All things considered, the impact of the research lies in the university-wide framework working towards a clarified and cohesive vision for global citizenship.

Post Anti-National Education and Occupy Movement in Hong Kong: Characteristics of National Education in the Perceptions of Hong Kong Secondary School Civic Education Teachers GRF18604317
This GRF project investigates the perception of secondary school civic education teachers on national identity and national education. Mixed methods will be used and this project aims at contributing to scholalry understanding on how do teachers perceive their national identity and their methods of teaching national education. It is hoped that this project shall contribute to citizenship education and national identity literature.

Catholic Social Ethics for Teachers (social issues)
The Catholice Socail Ethics Curriculum Project (Social Issues) 天社倫港情篇 2017-18 is a continuation of the previous project on national issues in 2015-17. Its emphasis , however, lies on incorporating Basic Law education into the teaching of Catholic Social Ethics in both primary and secondary schools. Again launched by the Centre for Catholic studies and collaborated with EdUHK academics, the project provided teacher training to a total of 80 schools and 200 teachers and its efficacy will be evaluated by the EdUHK team. The intended outcomes of this project is an open e-platform of teaching resources for local teachers and conference papers and research articles.

This project provides teacher training and conducts research on teaching Catholic Social Ethics in Hong Kong catholic primary and secondary schools. After teacher training on understanding different Hong Kong social issues, employing teaching and learning methods and strategies, and Catholic social ethics, the school teachers incoporate Catholic Social Ethics in school curriculum takes place in Religious Education, General Studies or related subjects. Post-teaching evaluation have also been conducted. There are 86 schools and 216 teachers participating this project.

Enhancing student learning through social justice education: Conceptual clarification, learning and teaching methods
This project investigates the effectiveness of implementing social justice eduation in undergraduate curriculum in order to develop students' perspective taking and ethical decision making.By equipping students with a conceptual lens and analytical perspective of ‘social justice’, which aims at developing students ability to form a value judgement and discern issues of fairness and justice behind, students can move beyond analytical method such as cost-benefits analysis.

Objectives:
(i) Applying conceptual clarification methods on the concept of ‘social justice’, which can be a GILO of ethical decision making, in undergraduate learning
(ii) Applying social justice perspective as a teaching and learning method in analyzing and evaluating civic and citizenship issues
(iii) Facilitating student reflection on their previous assumption and even stereotypes on social issues and social groups, thus contributing to their development in GILO.

Outcomes and impact:

1. A seminar to share this TDG project’s findings with recommendations on teaching social justice as a perspective in undergraduate courses. This will be beneficial to the undergraduate course teaching with GILO of ethical decision making at the EdUHK.

2. A teaching guideline on ‘teaching social justice’ for academic and teaching staff who are teaching courses related to citizenship or politics, so that course lecturers can apply teaching methods of ‘social justice’ in their future teaching and aligning the teaching contents with GILO of ethical decision making, which composes of items such as recognizing, deliberating, establishing and applying capabilities. There will be at least two undergraduate courses’ future students will be benefited directly from the principal project leader in each academic year.

3. The improved course design and learning materials which gears towards the attainment of GILO of ethical decision making by applying social justice perspective and reflection will be put on a website for publicity and knowledge transfer to wider audience.

4. A book chapter or journal article to share the course design and teaching and learning results to the academic world.

Citizenship Education in Post-sovereignty Transition and Identity Formation Era: The Cases of Hong Kong and Macau SARs in Preparing Students for Local and National Identity, Civic Values and Civic Engagement
This project organizes a conference and a special journal issue about the topic. It aims at contributing to scholarly understanding about the developments and impacts of citizenship education in both Hong Kong and Macau SARs, which are both Special Administrative Regions of China and saw a need to cultivate national identity but also youth values and engagement in the future. The outputs include an international academic conference and a special issue in an international journal.

Chinese Civics and Citizenship Education Study (CCCS): Mainland Chinese Students' Attitudes to Citizenship Values and Responsibilities
This project will analyze the quantitative data that has been collected from an adapted version of the instrument used in the International Civics and Citizenship Education Study (ICCS) 2009, as well as to collect and analyze qualitative data from a focus group interviews with 10 mainland Chinese students with an aim of understanding their views on citizenship values and attitudes and better understanding the quantitative data. Its purpose is to develop a better understanding of the way young people in China think about citizenship, to develop models of citizenship attitudes and behavior and to provide a point of comparison for students from other countries and education systems.

Action Research Project: Developing Pedagogic Model in Teaching New Secondary Curriculum through Global Citizenship Education
This action research project, which is funded by Oxfam(Hong Kong), will be undertaken by Department of International Education and Lifelong Learning (Centre for Governance and Citizenship as research hub), The Hong Kong Institute of Education, and supported by Oxfam Hong Kong. The project aims to generate knowledge to help mainstream the concern of Global Citizenship Education (GCE) into Junior Secondary Curriculum. The project will produce a teaching framework of GCE that would support the delivery of themes in the Key Learning Area (KLA) of ‘Personal, Social and Humanities Education’ (PSHE) and study the effectiveness of teaching two essential competencies in GCE model from teachers’ perspectives and the impacts on students in three pilot schools. The research will generate recommendations on GCE teaching pedagogies and practices. The GCE teaching framework and research result will be disseminated to humanities teachers in secondary schools through seminar and other platforms. The lesson plans and materials generated in the action research project will be uploaded to partners and OHK’s education website for dissemination.

Understanding Chinese Students' Attitudes to Citizenship: Adapting the International Civic and Citizenship Education Study for Use in Mainland China
The aims of this study are to:
• Develop a version of the ICCS 2009 survey that will be acceptable to Mainland authorities;
• Trial the revised survey instrument and assess its psychometric properties;
• Develop a sampling frame for large scale administration of the revised survey instrument;
• Train municipal education staff to administer the revised survey instrument according to ICCS 2009 standards;
• Supervise the administration of the adapted and revised ICCS 2009 survey instrument.

Sky100’ Primary School Program – Collaboration for the Development of Teaching Packages
Sky100 features a 360° observation deck on the 100th floor of the ICC building. It reaches 393 m above sea level, looking out on to a breathtaking view of Hong Kong. This program aims to infuse authentic field-based learning experiences into the curriculum of General Studies (GS). It serves to promote primary students’ environmental literacy through specially designed co-curricular activities which integrate contents in the naturalistic, economic, and socio-cultural domains. Learning activities and materials designed on sound pedagogical bases will be provided to primary school students during group visits to Sky100. The Department of Science and Environmental Studies (SES) and the Department of Social Science (SSC) of the Hong Kong Institute of Education are invited to join the collaboration scheme to develop the captioned program.

Mini-Encyclopedia of Liberal Studies Book Series -- Knowledge Transfer Fund 2009/10
In response to the keen demand for quality reference of knowledge in liberal studies in recent years, the target readers of the book series are not only the secondary school teachers and students under the NSS curriculum, but also the general public in the community who are interested in liberal studies knowledge. It is a proactive kind of knowledge transfer from academia to community public for the purpose of continuing learning, while interest of school teachers and students (NSS and tertiary) will be addressed. Under the series, at least four new volumes and one revised volume are planned to publish by Fall 2010. They are 80 Keywords of Global Issues; 60 Keywords of Social Ethics; 80 Keywords of Today Hong Kong: Society and Culture; 80 Keywords of Hong Kong Commerce and Economy; and 84 Keywords of Contemporary China (revised edition).

MSST Individual Research Fund for CHONG, King Man Eric - Perceptions of Hong Kong Primary School's Teachers on National Identity and National Education
This project investigates the perception of Hong Kong's Primary School Teachers on National Identity and National Education. It is a qualitative study and it explores the purposive sampled teachers' perceptions on the meanings of National Identity and National Education. The main research method is in-depth interview to solicit descriptions by the teachers. The findings has implications for understanding how the teachers responds to the National Education programmes as suggested by the government since the Education Reform in 2000.

Law-Related Education Project
A pilot action research of three secondary schools on curriculum development and teaching of Law Related Education infused in Liberal Studies or Integrated Humanities. Curriculum, teaching plans and pedagogies of teaching of rule of law and human rights were negotiated between the schools and the researchers. Staff development of relevant subject knowledge and pedagogies were provided. Interviews with teachers and students before and after the lessons and classroom observations were conducted to collect data to evaluate the effectiveness of the intervention.

The Wanchai District Board provides the funding support for this project on the development of learning and teaching resources on "Social Participation and Community Development" for primary and secondary schools. This funding is for the development of two resource packages (one for Key Stage 2/3 and the other for Key Stage 4) on the respective themes. The teaching resources packages are planned to be completed by the end of 2007.

Research Project on Perceptions of Local Secondary Schools towards English Language Study Tours and Study Tour as Field-based Learning
This research project aims at identifying the factors behind local secondary schools' decisions on selecting English language study tours. Meanwhile, this research will also explore the educational values of a language study tour, or field-based learning in social sciences language, from the eyes of the school principals and teachers. After considering the factors behind selecting an English language study tour, in particular how principals and teachers perceive the values of field-based learning, it is expected that suggestions can be generated on how to promote a foreign language study destination for authentic learning and field-based learning.
