Dr. Tam Cheung On was awarded Certificate of Studio Ceramics in 1991 (Hong Kong Polytechnics), the Bachelor of Education in 1992 (University of Wolverhampton), Master of Education in 1996 (University of Hong Kong) and Doctor of Philosophy in 2006 (University of London). Tam is currently working at the Education University of Hong Kong as Associate Professor in the Department of Cultural and Creative Arts. Tam's works have been selected for exhibitions at the Contemporary Hong Kong Art Biennial Exhibition (Hong Kong Museum of Art, 1992, 1996 and 2003) and the Tea Wares by Hong Kong Potters' Exhibition (Flagstaff House Museum of Tea Ware, 1989, 1992 and 1998).
Tam’s publications include From Galleries to the Classroom: Art Appreciation, Criticism, and Education (2001), Museum and Art Education (2004),Three Cases of Using Object-based Learning with University Students (2015) and Development, Implementation and Effectiveness of an Using Online Lesson in Visual Arts Education: A Design-based Study (2021). Tam’s papers appeared in International Journal of Education Through Art (2010), Research in Arts Education (2010, 2016), Research in Learning Technology (2012), The International Journal of Arts Education (2012, 2013), The International Journal of Art and Design Education (2017, 2018, 2019, 2023), Studies in Art Education (2022), Arts Education Policy Review (2022), Special Education Perspectives (2015) and Indo-Pacific Journal of Phenomenology (2008, 2016). He was appointed as Visiting Fellow by the Institute of Education, The University of London for the period of May to July 2009. Tam is the co-editor of the The International Journal of Art and Design Education and Asia-Pacific Journal of Arts Education.
Tam has been the Principal Investigator of a number of research projects, including Developing Students’ Critical Response to Visual Arts: A Study of Inquiry Approaches and Outcomes in Learning Art Criticism (General Research Fund, 2015), An Investigation of the Use of Group Dialogue and Questioning Strategies with Primary School Students Learning Visual Arts in Museums and Schools (General Research Fund, 2018), Creating Connections: A Study of the Impact and Effectiveness of a Visual Arts Teacher-curator Pedagogy (General Research Fund, 2021), A Research Study and Professional Support for the Development and Implementation of the New Senior Secondary Visual Arts Curriculum for Students with Intellectual Disabilities (EDB commissioned project, 2010) and teaching development projects including Understanding Global Issues through Cross-Faculty Collaborations (Teaching Development Grant, 2016), and Development of Creative Thinking Skills: Engagement of University Teachers and Students in Learning, Assessment and Collection of Evidence (Teaching Development Grant, 2021).

Provision of Advisory Service for Developing Learning and Teaching Resources for Visual Arts Education (Primary 1 – Secondary 3) for Students with Intellectual Disability For continuous development and consolidating the experiences on the effective teaching practices obtained from the previous project, the third stage of the curriculum development for the Visual Arts education (Primary 1 – Secondary 3) for students with ID will be initiated in the 2022/23 school year. Based on previous project outcomes, the project team will continue to enrich the examples of learning activities for the two learning strands of Visual Arts learning and produce a resource package to better present learning and teaching resources of Visual Arts for students with ID at primary and junior Secondary levels. Moreover, seminars will be conducted for Visual Arts teachers of special schools to strengthen their professional knowledge and capacity of effective teaching in Visual Arts. Provision of Advisory Service for Developing the Examples of Thematic Modules in Visual Arts Learning (Primary 1-Secondary 3) for Students with Intellectual Disability To keep abreast of local and global changes in education and to take into consideration of the learning needs of students with ID as well as teachers’ concerns about the curriculum planning in Visual Arts Learning, the first stage of the Visual Arts Curriculum development at primary and junior secondary levels for students with ID was launched in the 2021/21 school year. With reference to the Appendix III of Arts Education Key Learning Area Curriculum Guide (Primary 1 – Secondary 6) (2017), a preliminary draft of the adapted learning objectives and examples of learning activities for the two learning strands of “Visual Arts Appreciation and Criticism in Context” and “Visual Arts Making” have been produced. For continuous development, the second stage of the curriculum development for the Visual Arts education (Primary 1 – Secondary 3) for students with ID will be initiated in the 2021/22 school year. The project team will develop 4 sets of examples of thematic modules in visual arts learning at primary and junior secondary levels for students with ID through working in close collaboration with Visual Arts teachers of special schools and EDB. Moreover, this project will further review and refine the preliminary draft of the adapted learning objectives and examples of learning activities for the two strands of Visual Arts learning. Creating Connections: A Study of the Impact and Effectiveness of a Visual Arts Teacher-curator Pedagogy Engaging students in art criticism and art making activities is the major work of visual arts teachers. With access to the free online resources provided by art museum websites and image-based electronic databases, teachers are now in a better position to make use of artworks in planning and delivering their curriculum. The following questions arise: Can art teachers assume the role of art museum curators and construct an online exhibition to facilitate student learning? How should teachers be prepared to adopt such a ‘teacher-curator’ pedagogy? Can the thematic approach and presentation of exhibitions broaden students’ horizons in considering artworks? Will learning through virtual exhibitions increase students’ motivation to learn and improve their skills in using online resources? The aim of the proposed study is to answer the above questions using a design-based research. Three primary and three secondary school teachers and their students (about 165) will be invited to participate. The first phase of the study will focus on the training of teacher participants in the teacher-curator pedagogy. The second phase is the implementation stage. With the support of the investigator, the teacher participants will develop two virtual exhibitions and relevant face-to-face, museum visit and online learning activities. The third phase is the evaluation stage. Data on the impact and effectiveness of the teacher-curator pedagogy will be collected through student and teacher questionnaires and interviews. Development of Creative Thinking Skills: Engagement of University Teachers and Students in Learning, Assessment and Collection of Evidence The Community of Practice project is a response to the University’s Strategic Plan 2016-2025. One of the primary missions of the strategic plan is to ‘prepare our students to become educators and professionals who can integrate theory and practice, and who are creative, innovative, …’. The proposed CoP will gather academic and teaching colleagues who have the vision and passion to nurture our students with creative thinking. Through engagement in professional dialogues, sharing of experience and critical reviews, members of the CoP will develop pedagogies and instructional designs collectively that can effectively engage students in creative thinking. The pedagogies leveraged from the CoP will be shared, tested, documented and disseminated in the University so as to create a shared culture that values creative thinking skills and the teaching of them to students. Through increasing infusion and improvement of teaching of creative thinking skills in courses and dissemination of the pedagogies in different channels, the CoP will contribute to better performance of students in the GILO ‘Creative Thinking Skills’ of our University. Provision of Advisory Service for the Adaptation of Learning Objectives for the Visual Arts Curriculum (P1-S3) for Students with Intellectual Disabilities In order to keep abreast of local and global changes in education and to take into consideration of the learning needs of students with intellectual disabilities (ID), the project will revise, modify and adapt the learning objectives of the Two Strands of Visual Arts Learning set out in the Arts Education Key Learning Area Curriculum Guide (Primary 1 - Secondary 67) (2017) for forming and adapted visual arts curriculum framework at the primary and junior secondary levels for students with ID. A Study of a Visual Culture Art Education Model for Promoting Creativity and Critical Thinking Skills in the Senior High School Context The study aims to understand the effectiveness of using Visual Culture Art Education (VCAE) model to promote students’ creativity and critical thinking skills in secondary schools. VCAE is an approach that emphases the importance of connecting student’s daily lives and visual arts learning. Twelve visual arts teachers who are responsible for the senior secondary curriculum and their students from senior secondary level participate in the study. An investigation of the use of group dialogue and questioning strategies with primary school students learning visual arts in museums and schools Previous scholarship on museum education has placed the emphasis either on visitors’ experiences or on outcomes of learning gained from museum visits. There is a lack of empirical research into group dialogue – the most used education strategy in museums and the most basic component of teaching in classrooms. The proposed study will investigate the group dialogues conducted by teachers with students in museums and classrooms. ‘Design-based research’, a method to identify improvements systematically from experiments in learning situations, will be the methodology employed. The study will be conducted in three phases. Phase 1 will involve the preparation of teacher participants for leading group dialogues and curriculum plan development. Eight teachers and about 220 sixth-grade students (age 12) from different primary schools will be invited to participate in the study. Phase 2 will focus on the implementation of curriculum plans with the support of the investigators and the evaluation of teachers’ and students’ performance in the group dialogue. Phase 3 will be the data analysis stage. Developing students’ critical response to visual arts: A study of inquiry approaches and outcomes in learning art criticism A review of the current literature on developing students’ critical response to visual arts reveals a heavy reliance on using art criticism models in schools. The learning of art criticism is generally seen as an engagement of students in various language tasks, such as describing, analysing, interpreting and evaluating. Geahigan (2002) disagrees with the view that the learning of art criticism is a discursive practice and conceptualises it as a process of inquiry. Building on the theory of Geahigan, the present study aims to develop, field-test and evaluate an inquiry-based model for learning art criticism. Using ‘design research’, a systematic and rigorous method of seeking out tested improvements in learning situations, as the principal methodology, the study will develop and test a pedagogic model that will enhance students’ critical ability in art criticism. Evidence-based E-progress mapping of Student Learning in the Creative Arts This proposed TDG Project aims to develop an “E-progress mapping” instrument which enables the monitoring of individual student’s progress in achieving the subject learning outcomes throughout their studies in Music and Visual Arts. Building on the practice of electronic portfolios, it also facilitates the benchmarking of student learning against the subject intended learning outcomes and professional requirements in the two subject areas. The progress map will be constructed with reference to the programme and course intended outcomes, the sequence of the courses offered and studied, assessment tasks required in the courses as well as evidence of student learning to be collected. A Research Study and Professional Support for the Development and Implementation of the New Senior Secondary Visual Arts Curriculum for Students with Intellectual Disabilities As a process and tool of communication, socialization and education, Visual Arts plays an important role in the development of students with intellectual disabilities. With the introduction of the New Senior Secondary Curriculum (NSS) in 2009 and the related Hong Kong Diploma of Secondary Education Examination (HKDSE) in 2012, schoolteachers are concerned with the growing importance placed on art appreciation and criticism in the curriculum and assessment. The aim of this study is answer the following questions: 1) what are the current pedagogical practices of teaching students with intellectual disabilities in the subject of Visual Arts at the senior secondary level? 2) what are the problems, difficulties and challenges of teaching students with intellectual disabilities in the subject of Visual Arts at the senior secondary level? and 3)what are the exemplary strategies of teaching students with intellectual disabilities in the subject of Visual Arts at the senior secondary level? Development of Multimedia and Interactive Guide Used in Museums: Learning Art through Constructive Appreciation and Criticism This project aims to develop a multimedia and interactive guide that can be used in museums for the learning of visual arts through art appreciation and criticism. A group of six HKIEd participants will conduct in-depth studies of ten selected works of the Hong Kong Museum of Art. Participants’ knowledge of these art works will then be organized and transformed to make relevant audio, visual, and textual materials in the form of a portable individual interactive guide. These guides will be made available for secondary school students visiting the museum. Constructive learning and contextual art appreciation will be the guiding principles in the development of the guide. The value of the project lies in its capacity to enhance visual arts learning of all project participants, including HKIEd and secondary school students. Transcending Learning Space and Time - The Using of Podcast and iTunes Technologies in Module Delivery Using technology to enhance teaching and learning has been a major strive in education of all levels. In collaboration with the Centre of Learning, Teaching and Technology, the current project will make use of the Podcast and iTunes technologies to produce customized educational materials in the form of multimedia files. These files can be interviews, presentations, tutorials, demonstrations, videos, or edited lectures focusing on certain aspects of the modules in our Music and Visual Arts curriculum. Students are able to download these podcast files on their desktop or portable computers as well as mobile phones or other MP3 playing electronic devices. Students can refer to these visual, audio and textual materials at anywhere, anytime and on their own pace. The project will help to build up a collection of educational materials available for different users who can share and publish content across the internet. Through a series of workshops, sharing session and dissemination seminar, project members not only acquire the technical know-how of creating podcast files but also share their experience on the ways in which these files can be actively integrated in module teaching and assessment. Review of the Core Curriculum for the Implementation of the 334 Academic Structure: Music, Physical Education, and Visual Arts The aim of the project is to review the BEd Core Curriculum of the subjects of Music, Physical Education, and Visual Arts in light of the: 1) New Senior Secondary School Curriculum; 2) implementation of the new '334' academic structure; and 3) adoption of the Outcome-based Education approach. Outcome-based Assessment in Creative Arts & Physical Education Assessment for learning is a major focus of educational reform in Hong Kong and the Hong Kong Institute of Education has recently embarked on a review of student learning outcomes in the context of Outcome-based Education. The CAPE Department will have developed a discipline-based “Expected Learning Outcomes for Beginning Art/Music/PE Teachers” by May/June 2008. The new lists of outcomes will necessitate a review of assessment modes and practices. Moreover, teaching and learning are very often driven by assessment, with teachers often treating assessment as a separate component of the curriculum and criticisms levied against uncreative approaches in arts assessment. In the light of the above, this project aims to examine: (1) how HKIEd's and CAPE's new learning outcomes would be assessed in modules offered by the department; (2) what evidences would support the assertion that CAPE's teaching and learning processes are aligned to the achievement of these outcomes. Extending over eight months, this Project employs a mixed-method approach involving a survey, interviews, and class observations. “The New Culture of Learning and Teaching” in the Subject of Visual Arts ─ Lessons Learned from Teaching Design, Practice, Lesson Analysis and Reflection The Education Bureau believes that “only with the support of government policies, enhancement of teachers’ professionalism, active participation by parents, and the support form society, a new culture of learning and teaching can then be evolved to bring about real changes in classrooms and to create a wider learning space for students to develop their potential” (CDC, 2000, p.11). However, some of our VA students have stated that they failed to change their role in their Block Practice [BP]. As frontline teacher educators, VA colleagues would like to respond to the demands of the curriculum change and help VA students investigate how to make the shift in their teaching approach from one of transmitting knowledge to one of helping students learn how to learn and provide more opportunities for students to explore their aptitude and potential. Patterns of High and Low Achievers in Responding to Works of Art in a Pilot Visual Arts Examination for the Hong Kong Diploma of Secondary Education The study is to determine the patterns of student responding to works of art during public visual arts examinations and to understand the formation of such patterns. An analysis and comparison of the responding patterns of high achievers and low achievers will yield results that help teachers to develop effective teaching strategies of implementing the New Visual Arts Senior Secondary Curriculum in the area of visual arts criticism. Exhibition and Seminar on the Pilot Test Scheme of New Senior Secondary Examination in Visual Arts The applicants have been invited by HKEAA to conduct a Pilot Test Scheme of NSS in the examination of the visual arts subject. To disseminate the findings of the study, we have got the approval of the HKEAA’s to hold a seminar at HKIED and an exhibition showing the scripts (paintings and design) at the CAPE Art Gallery. Inside the Artists' World: Interactions between Students and Artists in Hong Kong This community-based project aims to examine the 'gaps' between artists and the public, schools and students in Hong Kong and seek ways to bridge them. Guided by the researcher and a team of teacher educators, selected secondary students will interact with five prominent Hong Kong artists over one semester. The students will interview the artists, write observation notes related to their first-hand experience of the artists' works and lives, and make reflections of their own journey as 'outsiders' to the artists' world. Analysis of 'insider' and 'outsider' accounts are expected to provide insights for arts polices and arts education practices. Contextualistic Visual Arts Criticism Training Manual and Pilot Study Scheme The research project aims at enhancing students independent thinking, analytical and critical mind as well as language proficiency, through a series of systematic activities and art appreciation workshops toward the local visual artforms, such as fine artists' artworks, film, comics, TV advertisement, MTV and craft. The contextualistic art criticism will be structured as the theoretical framework for the research project. The research will involve semi-structured, open-ended interviews with SIX participating secondary school art teachers and their students. The research materials of the pilot study will be documented and compiled as an arts criticism training manual which will be distributed to the local secondary schools.
