Personal Profile

I am an environmental scientist by training , specializing in pollution studies and environmental impact assessment studies.  I am now the chairman of the Communicable Disease Prevention sub-committee under the HESC in the university.I am the programme leader of Master of Arts in Education for Sustainability in the faculty. In recent years, I have been commissioned by various bodies such as the Agriculture, Fisheries and Conservation Department, Environment and Conservation Fund, Quality Education Fund as well as private funds to conduct contract research projects. I also specialize in environmental education research particularly in the evaluation of environmental education programmes and was one of the pioneer in the Green School initiative. In recognition of my role in promoting collaboration between Hong Kong and mainland China I was appointed visiting professor by the Northeast Normal University and South China Normal University. Furthermore I was also appointed as the founding director of the Hong Kong and Guang Zhou centre for Environmental and Science Education in South China Normal University . I am also active in the community, having been appointed as chairman and member of numerous government committees. In order to promote a green culture, I act as the chairman of Green Power, a major green group in Hong Kong . I also served as members of funding bodies such as the Environment and conservation Fund, Waste Recovery project vetting committee for vetting of research applications.I now serve in the Advisory council on the environment (ACE) which adivises the HKSAR on important matters relating to environmental protection Over the years I have secured over 10 million HKD in research and contract research funding . My research findings were published in leading journals such as Applied Catysis B Environmental(impact factor 8.3 2015), Chemical Engineering journal, Journal of Hazardous materials, chemosphere and environmental education research. The total number of published refereed papers is over 80.Internationally, recently I have been been appointed as a panel member (outreach panel)of the International Year of Global Understanding launced by the International Geographical Union(IGU http://global-understanding.info/. In June 2013, Eric was invited by UNESCO Bangkok to deliver a presentation on Hong Kong's Case on promotion of informal and non-formal learning through the Qualification Framework http://www.unescobkk.org/education/literacy-and-lifelong-learning/meetings-and-conferences/national-qualification-framework-for-lifelong-learning-and-skills-development/ through his role as Associate Director of the UNESCO UNEVOC HK .

Creating an Impact: Setting up a Green Skills Hub at the EdUHK
The purpose of this project is to support the Hong Kong government’s resolution to green Hong Kong (in order to decrease carbon emissions) by developing human resources that possess the necessary green skills. The project will thoroughly research the current curriculum greening practices among vocational and professional education and training (VPET) providers in Hong Kong and will simultaneously investigate PVE teacher training practices at the EdUHK, and other universities in the region, with the aim to formulate recommendations for VTC and PVE programs at our university. The results of the research will be disseminated well beyond Hong Kong to enable knowledge transfer by training TVET leaders in the region.

The greening of VPET is defined as the development of green skills and the provision of knowledge that eases the transition to green economies and societies (UNESCO, 2016). Greening VPET has been recognized as a means to achieving sustainable development, since professional and vocational education and training underpins many sustainable development goals (SDG) such as UNESCO’s SDGs 4, 6 and 8 that target poverty reduction, job creation and decent work provision.

Our proposal is closely aligned with the strategic development of the University (EdUHK’s Strategic Plan 2016-2025 – Nov 2016 draft), which is to emphasize local and regional knowledge transfer, to strengthen the provision of education leadership training, and also to advance digital tools in order to maximize their significant potential for learning, professional development and teaching.

The proposed project contributes directly to the university’s internationalization policy and supports the internationalization initiatives of the Faculty of Education and Human Development. It is designed to have a visible impact on the Hong Kong VPET community and in the region (particularly through two networks – UNESCO-UNEVOC centers and RAVTE – Regional Association for Vocational Teacher Education in East and South East Asia) in terms of improving the quality of PVE teacher training and helping VPET institutions in Hong Kong to develop an holistic approach towards greening their curriculum and operations, thereby having a positive impact on the lowering of carbon emissions. All programs at the EdUHK can access the materials developed throughout the project, as generic green skills are an essential part of 21st century skills that are targeted by all teacher-training programs at our university.

The area of greening skills is gaining momentum throughout the globe. Green skills projects that have been established in different parts of the world highlight an increased interest in researching this area for the purposes of both knowledge generation and its application to policy and practice. The Third International Congress on TVET in 2012 (Shanghai Consensus) made an explicit recommendation to “include education for ‘green’ economies and ‘green’ societies as a part of TVET qualifications and programs, and advance the ‘greening TVET’ agenda towards low carbon and climate-resilient growth and development”.

This project will set up a green skills hub at the UNEVOC Centre (Hong Kong) that will be hosted by EdUHK in order to further advance green skills research and development in Hong Kong and the wider region.

Provision of Services for Review on Environmental Education Programme of Hong Kong Wetland Park
The proposed project aims to assess the level of awareness and participation of various groups of people in the HKWP’s environmental education programmes, and evaluate the performance of the HKWP’s environmental education programmes. Areas for future improvement would be identified and recommendation on enhancements to the HKWP’s environmental education programmes would be given accordingly.

Cultivating a Blended Learning Environment in Promoting One Course One Online Lesson: Pedagogical Use of LMS Moodle
Blended learning has potential in enhancing students’ learning outcomes and satisfactions. The goal of this project is to encourage blended learning for students’ reflective engagement and deep learning. Since 2011, the Learning Management System (LMS) Moodle has been adopted as an e-Learning platform at the Institute. By encouraging the pedagogical use of the features of LMS Moodle, this project aims to promote one course one online lesson for enriching the learning process with the ultimate goal of enhancing students’ learning outcomes. This project is to provide supporting staff at faculty/departmental levels to offer direct support to academic/teaching staff in planning and implementing the pedagogical use of LMS Moodle. These supporting staff will be developed with knowledge about the e-Learning framework and policies of the Institute as well as the capacity in using the pedagogical features of LMS Moodle for promoting reflective engagement and deep learning of domain knowledge. The target of this project is to encourage academic/teaching staff to consider offering blended learning courses with quality online lessons using pedagogical features of LMS Moodle such as online discussion forum and peer assessment workshop to replace one to a few lessons in the face-to-face mode of learning and teaching with the goal of enriching the learning process for deep learning.

Greening Skills in Hong Kong: Effective Partnerships between Vocational Education, Government and Industry to Support the Greening of the Economy
The importance of transitioning towards a greener economy has been recognised globally by different regions and countries (e.g., The European Comission, 2010; The Central People's Government of the People's Republic of China, 2011). Challenges associated with the current and future shortage of resources, their inflating prices, technological development and innovation, new markets, and changes in industrial practices and consumer demands (OECD, 2011; UNEP, 2011) have led to structural economic changes, towards ‘greening’ in business and industry. Issues of climate change, health, and other aspects of personal and social well-being that are closely related to the quality of environment, have become a primary concern for governments globally, including the government of Hong Kong.

The purpose of this project is to examine governments’ influences on new skills requirements, employers’ needs, and the Technical and Vocational Education and Training (TVET) sector’s responses, with the aim of supporting skills development towards greening economy in Hong Kong. Its focus is on the improvements of collaboration between government, TVET and industry. The project employs a theoretical base developed from the Triple Helix models of Academe-Industry-Government relations (Etzkowitz and Leydesdorff, 2000) that illustrate a diversity of relationships between the entities that can range from a strong separation, to overlapping of institutional spheres. This will guide the analysis of data and development of new frameworks.

Outcomes of the project, which contribute to both theory and improved policy and practice include a conceptualisation of current practices in Hong Kong that enable skills training to adapt to changing economic needs and policy initiatives towards greening; models that consolidate current partnerships pertaining to the greening of skills development; new, forward looking and innovative frameworks which seek to improve collaboration between government, industry and TVET providers towards strengthening and upgrading greening skills; and identification of patterns of TVET greening for countries at different stages of economic development.

The objectives of the study are:To map the situation in eight countries and territories (Hong Kong SAR China, China, India, Thailand, Philippines, Kazakhstan, Nepal and Bangladesh) in order to (a) identify environmental friendly practices in respective industries; (b) identify mechanisms in use to recognize/assess existing skill. “Skills” are interpreted broadly and include knowledge, skills, values, attitudes and behaviours. To evaluate a potential for green skills inclusion in recognition of prior learning (RPL) based on comparison against countries with a higher standard of green skills inclusion (e.g. Australia); To identify factors contributing to models development for effective green skills inclusion in RPL and set-up at least one pilot to evaluate a model.

Implementation of New Structure and Mechanism of Hong Kong Green School Award
This project aims at implementing and evaluating the new green school scheme in Hong Kong based on the findings on an earlier review study by the same team of researchers from Hong Kong and Australia in 2009-2010.This is an unprecedented change in the structure of the green School award scheme initiated back in 1999. Building Capacity for a Low-Carbon Green Economy: Assessing the Adaptive Learning Network Approach to a Climate-Change Responsive Curriculum in Vocational Education and Training(VET) in Hong Kong.
Climate change is generating economic and environmental dislocations with pressures set to increase in coming years. But, these threats also provide opportunities to those cities and regions that address climate change by pursuing lower emission technologies. There will be re-engineering of established production techniques and increased demand for climate-compatible goods and services. This research will develop a professional development framework for enhancing the capacities of policy makers, managers and staff in vocational education in Hong Kong so that they can respond effectively to the curriculum planning and teaching challenges being brought about by climate change and the emerging carbon-constrained economy. The framework will be based upon the adaptive learning network approach that has proven successful in building individual, team and organizational capacity to manage sustainability issues in teacher professional development and the wider work place. Professional development through adaptive learning networks is a transformative organizational learning strategy that results in individual and team learning, directed at long-term changes in practice. The outcome of the research will be an integrated suite of changes in campus management operations, new and revised curricula, teaching packages and pedagogical approaches that will enhance the employment skills of Hong Kong technical students in a carbon-constrained future.

Conducting a survey on Bicycle parking for Tai Po District Council
In view of the serious problems arising from illegal bicycle parking in Tai Po, the district council commissioned the HKIEd to conduct a survey on the current situation of bicycle parking in tai Po with a view to iron out possible means to solve the issue. Strategic development and implementation of OBL modules in General Studies and Liberal Studies
This TDG project is a continuous part of the previous TDG project on “Blueprint – Departments’ Special Initiatives for Strategic Development on OBL” (project code - H052) which consisted of three stages and to be completed in December 2009.

The present TDG project will base on the outcome of “stage 3 – piloting of OBL embedded modules” of the previous TDG project (Semester 1 of 2009-2010). The suggestions and recommendations resulted from the data collected on student learning outcomes by trial tracking of their performance in assessment tasks, as well as teaching colleagues’ and students’ feedback will be taken into consideration for strategic development and implementation of the selected OBL module in semester 2 of 2009-2010.

This TDG project will comprise 4 stages. First, feedback from teaching colleagues and students on the first pilot OBL embedded module in Semester 1 of 2009-2010 will be reviewed. This is followed by the development of OBL teaching in a teaching-related module and an academic studies module in semester 2 of 2009-2010. The feedback from teaching colleagues and students on these two OBL embedded modules will be studied for planning of full implementation of OBL teaching in the subsequent semesters.

Problem-based Learning in Mathematics, Science, Social Sciences and Technology
The proposed project aims to enhance the effectiveness of teaching and learning in the subject areas of MSST and to extend staff's repertoire of teaching strategies through trialing of the problem-based learning approach (PBL). The strengths of PBL in enhancing the quality of knowledge acquisition and development of higher order skills are well documented in some educational contexts like medical education. The project is structured in several coherent phases which progressively lead staff through the processes of professional development, planning, piloting, implementation, evaluation and generation of deliverables. The project will be evaluated through focus group interviews, staff and student surveys, and continuous assessment to examine student perceptions of PBL and the degree of improvement of students' ability to solve PBL cases. The outcomes of the project will be disseminated through publication of PBL materials and evaluation outcomes, and staff seminars or symposia.

Does Air Pollution Compromise Respiratory Health, Pulmonary Function or Exercise Capacity in Primary School Children in Hong Kong? Implications for the Physical Education Curriculum
The project investigated more than 3,000 primary school children in 4 Hong Kong primary schools. This occurred in both in "high" and "low" pollution regions. Direct measurement of pulmonary function and fitness were made in the schools as well as by questionnaire.
