Personal Profile

Professor Yin Cheong CHENG is Emeritus Professor (Education) of The Education University of Hong Kong (EdUHK). Prof. Cheng is also Senior Research Fellow of EdUHK Asia Pacific Centre for Leadership and Change. Previously he had served as Advisor (Academic Development)/ Research Chair Professor/ Chair Professor/Vice-President/ acting President. He had been elected as the President of World Educational Research Association (WERA) (2012-2014) and the Asia-Pacific Educational Research Association (APERA) (2004-2008). He had served as a full member of the University Grants Committee, a panel member of Research Grants Council, and a member of the Quality Education Fund Steering Committee of the Hong Kong SAR Government. Previously he was the chairman of the Tin Ka Ping Foundation's advisory council.


Prof. Cheng holds a doctorate from Harvard University. His research interest includes education reforms, leadership development, paradigm shift, teacher education, higher education, and school management. Prof. Cheng has published 24 academic books and over 250 book chapters and journal articles in Australia, Hong Kong, Korea, Mainland, Netherlands, Germany, Slovenia, Israel, Taiwan, Thailand, USA, and UK. Some of his publications have been translated into Chinese, Hebrew, Korean, Spanish, Czech, Thai and Persian languages. He was the editor in chief of the Asia Pacific Journal of Teacher Education and Development (1998-2003). He had served on the advisory boards of 17 international journals. He was also the associate editor of the International Journal of Educational Management (UK).


Prof. Cheng's research has won him a number of international awards and recognition including the Awards for Excellence from the Literati Network in UK from 1995 to 2017. In 2021, 2022, and 2023, he was ranked as the top 2% most-cited scientists by Stanford University global ranking list (education, career long).


He has served as panel member, external examiner or reviewer for local and international universities and research institutions. He had been invited to provide consultancy services to national and international projects in Brunei Darussalam, Saudi Arabia, India, Pakistan, Korea, Mainland China, Netherlands, Macao, and Thailand. Prof. Cheng has also been invited to give over 125 keynote/plenary/prestigious presentations by national and international organizations. Prof. Cheng has very fruitful experiences in organizing and conducting leadership development programs, seminars and workshops for local and international principals and education leaders particularly to implement educational reforms in the past decades.

Projects

International Study of School Autonomy, Leadership and Learning: Hong Kong Education Reforms
This research is the Hong Kong part of an international and comparative study of school autonomy, leadership and learning involving 7 education systems functioning in Australia, Canada (Alberta), England, Finland, Hong Kong, Israel and Singapore. The international teams launched the research project in May 2014 in Jerusalem. In response to challenges from globalization in the last two decades, numerous education reforms have been initiated worldwide. The changes towards school autonomy are often assumed as an important approach to improving school practices to meet changing expectations of stakeholders and high demands for new education in the 21st century. Unfortunately, this assumption still lacks strong international evidence with comprehensive empirical findings to support its validity across different cultural backgrounds. In particular, (a) both within-country and cross-country quantitative research at a broader level showed that the direct gain in school performance produced by increasing autonomy is relatively small and (b) the results of a large number of studies on the impact of varying levels of school autonomy within countries differed quite widely and it was difficult to generalize from them (Grattan Institute Report, 2013). Further evidence showed that contingent with the nature and level of school autonomy, accountability structures, and development stages of school, the impact of autonomy on school performance was found to be inconsistent (PISA in Focus, 2011). In particular, how the role of principals and teachers in association with the use of increased school autonomy to enhance learning needs in-depth study locally and internationally. The research gaps hinder further development of school autonomy, leadership and other learning initiatives in Hong Kong and beyond. Through case studies, interviews, sample surveys, and international comparisons, this project aims to fill the research gaps with the following objectives in Hong Kong in particular and the other 6 education systems in general:
(1) To develop a theoretical base for understanding how school autonomy – in terms of both structures and cultures - influences leadership practices in relation to curriculum and learning in the 21st Century; and
(2) To investigate empirically (a) what aspects of structural autonomy are the most influential on leadership practices in relation to professional learning and student learning; (b) how school leaders consistently utilize their autonomy to enhance student outcomes and develop staff capacity; (c) how the school system builds cultures of autonomy; and (d) how accountability structures support or constrain development of cultures of autonomy.

Consultancy Study of Promoting Hong Kong's Higher Education Services to Markets Outside the Chinese Mainland
The objectives of the study are: (1) To review the current situation of exportable higher education services in Hong Kong; (2) To analyze the conditions of the target markets (i.e. India, Malaysia, and Indonesia) for Hong Kong's education service providers; (3) To assess the competitiveness characteristics of international competitors (i.e. Australia, UK, Singapore) and the prospect of partnership with overseas partners in offering programs in Hong Kong to students from the target markets; (4) To (a) recommend the most appropriate market entry/recruitment strategies for Hong Kong Education service providers, (b) suggest any areas or policy that will enhance the prospect of Hong Kong's promotion of higher education services in target markets, and (c) recommend to HKTDC on how to promote Hong Kong's exports of education The study is conducted in three phases: “local and overseas field work and data collection”, “analysis and findings” and “final main report” in a period from April 2007 to February 2008.

School-based Management as Related to Globalization, Localization and Individualization in Education
This project is based on the strengths of two previous CERG projects entitled "School-based Management: Research and Development (a Pilot Study)" and "School-based Management: Multi-level Self-management and Education Quality in Hong Kong Primary Schools", with a new research focus on school-based management as related to the paradigm shift of education in current educational reforms.Through both qualitative and quantitative analysis of case study and sample survey, the results of this project will provide the necessary theoretical and empirical support to the further development of school-based management for paradigm shift in education in Hong Kong schools and will make contribution to research, policy formulation, and practice of ongoing reforms in the local and international contexts.

Secondary Students' Independent Learning: The Conceptual Framework, Measurement, Profile and Application for School Improvement
This research develops a theoretical model of self-learning of secondary students which is aligned with the Hong Kong education aims, based on sound theoretical and knowledge basis. This includes theorizing on the characteristics and process of self-learning, identifying key components (cognitive, affective, motivational, behavioral and contextual) in the self-learning process, as well as mapping the configuration and describing the dynamics of relationship among these components in the context of local education. The model is validated with empirical data from a representative sample of local students and schools on secondary students' self-learning process. Findings are going to inform local education reform.
